X’s Community Notes failing to combat US election misinformation, study finds

A new report from the Center for Countering Digital Hate (CCDH) reveals that X's crowd-sourced fact-checking system, Community Notes, is largely ineffective at addressing election misinformation on the platform.

According to the study, published on October 30, 74% of misleading election-related posts fail to display accurate corrections to all users.

The CCDH analyzed 283 misleading posts and found that 209 lacked proper fact-checking notes visible to all users. These unchecked posts have collectively amassed 2.2 billion views, raising concerns about the platform’s ability to combat misinformation during election season in the US.

The report follows X’s earlier legal defeat in a lawsuit brought by CCDH regarding increased hate speech on the platform. Community Notes, launched last year as a replacement for traditional fact-checking teams, relies on users to flag and correct false or misleading content.

The platform’s approach to election integrity has drawn criticism from state officials. In August, secretaries of state from five US states urged platform owner Elon Musk to address concerns about X’s AI chatbot spreading election misinformation ahead of the November 5 election.

The findings come at a critical time, as social media platforms face intensified scrutiny over their role in disseminating election-related misinformation. The CCDH has called on X to increase investment in safety measures and transparency to better combat false information.

X has not yet issued a statement on the report’s findings. 

The platform’s effectiveness in managing election-related content has become particularly relevant since Musk’s endorsement of Republican presidential candidate Donald Trump, who polls show is in a close race with Democratic Vice President Kamala Harris.
